PORTLAND — Should people driving on a freeway through Portland have to pay for it? Though many oppose the idea on its face – it may be one of the best ways to reduce Portland’s congested freeways and raise money needed to improve the transportation system.
According to a new report from ODOT, congestion in the Portland area is getting worse.
